Management Fact:

DEC regulations that affect land development are SPDES General Stormwater Permits, Wetlands Disturbance Permits, SEQR, Environmental Conservation Law Section 15 regulates protected streams and Section 17 which regulates all streams.

3. Illicit Discharge Detection and Elimination

Objective:

Develop and implement a plan to detect and eliminate non stormwater discharges into the stormwater system.

This objective is accomplished by:

The designated members of the Ontario-Wayne Stormwater Coalition (OWSC) should actively search for any potential illicit discharges within their municipal boundaries. Once an illicit discharge is identified and/or detected, the source is to be eliminated. The OWSC organizes Illicit Discharge Detection and Elimination (IDDE) training sessions for MS4 staff and the public to educate them on what illicit discharges are, and how to identify them. Public support in identifying and/or detecting illicit discharges is encouraged. The public is also encouraged to contact the OWSC if an illicit discharge is discovered, so that it can be eliminated in a timely and effective manor. The MS4’s within the OWSC have adopted an IDDE Management plan and are developing and updating a mapping system that locates the outfalls within each MS4 to help detect any illicit discharges.
