Management Fact:

Larger Common Plan of Development or Sale describes a situation in which multiple construction activities are occurring, or will occur, on a contiguous area.  Permit coverage is needed if total disturbance of one or more acres is occurring or is anticipated to occur.

4. Construction Site Runoff Control

Objective:

Develop, implement and enforce an erosion and sediment control program for construction site activities of that disturb one acre or greater.

This objective is accomplished by:

The MS4’s of the Ontario-Wayne Stormwater Coalition (OWSC) review and comment on the Construction Erosion Control Plans and Stormwater Pollution Prevention Plans (SWPPP) for each project disturbing more than 1 acre within their municipality to ensure they confirm to, at a minimum the guidelines set forth in the NY State Pollution Discharge Elimination System (SPDES) General Permit. The members of the OWSC conduct SWPPP inspections on all sites disturbing more than 1 acre to ensure the site construction erosion control measures comply with the approved SWPPP for the project and the NY SPDES General Permit. The inspection reports are kept in the on-site copy of the SWPPP and at the MS4 office. Erosion control deficiencies are documented in the inspection reports and are monitored until they are eliminated.
